The Thai DSI is preparing summonses against Israeli Maimon David Marsiano, suspected of using nominees for properties in Pattaya and elsewhere worth billions of baht.
On 8 September 2026, the Department of Special Investigation (DSI) announced that it was preparing to issue summonses against Maimon David Marsiano, an Israeli businessman, as well as several Thai nationals. They are suspected of having breached the Foreign Business Act 1999 by using nominees to hold real estate and manage hotel and condominium operations in Pattaya and Bang Lamung, in Chonburi province.
This decision follows raids carried out on 21 August by the DSI, the Ministry of Interior and the Royal Thai Police. Three sites were targeted: the law firm KT International Law and Business, the company Cozy Beach View (condominiums) and Lotus Paradise Development (hotel). Investigators seized numerous documents and electronic materials.
According to the investigation, the law firm is said to have registered Thai employees as shareholders to conceal the true ownership of Maimon David Marsiano. In one of the companies, the Israeli national is believed to hold 49 % of the shares, with the remainder distributed among nominees. These structures date back as far as 2010 and involve assets worth several hundred million baht.
“When one assesses the value of the real estate and assets held by this network across the country, whether in Pattaya, Pai, Koh Phangan, Koh Samui, Phuket or Bangkok, it exceeds ten billion baht.”
This was stated by Angsuketi Wisutwattanasak, director of the judicial affairs division and head of special investigation no. 135/2569. The Israeli network is alleged to be using concealed legal instruments to conduct business in Thailand. The total value of the assets concerned nationwide is estimated at more than ten billion baht.
The DSI is also examining the case of Yosef Chaim Kantor, chief rabbi of Thailand and a prominent Chabad figure, who was naturalised as a Thai citizen in 2017. No direct commercial link has yet been established with Maimon David Marsiano, but investigators believe the two men probably know each other through the Thai Jewish community. Should evidence of an offence emerge, a separate case would be opened.
Investigators still need to convene a meeting to finalise the list of initial suspects and set dates for their appearance. Witness interviews are continuing, as the case involves numerous companies and a large volume of real estate.
